If I setup my own personal website and sell my content, do the legal compliance laws still apply? I mean I obviously wouldn't have to provide proof of age to myself... I am 18+ and will be using a trusted billing solution like CCBill.
What legal obstacles are in place for a personal site to sell my content? I wouldn't there are any outside of me being of age (which I already stated I am)?

You will most certainly need to have proof of age records, as well as model release forms signed by yourself. You will need to familiarize yourself with USC 2257 Compliance and record keeping laws and have notifications of such on each page of your website, CCBill first inspects sites before they approve accounts.
How exactly do you plan on selling your vids, download?

Do yourself a favor, go to the blue tab above and search keywords such as '2257 compliance', 'model release forms', 'age verification', and so forth. If you have some video's of yourself naked, and/or in sexual situations, and you feel as though putting them on a website for sale is a good way to make a couple extra bucks, you should think long and hard about it first. If on the other hand you have high quality HD video, high resolution digital pictures, experience in running a website and marketing skills that involve generating traffic, coupled with keen marketing skills, all that will serve you as a good starting point...

I used to sell them xtube as a "amateur" or whatever they call it there, but they take like 50% commission, so I wanted to branch off and sell my own.

CCBill will require at least 2257 Notices on your site. If you do not understand 2257 I would start doing your homework and contact an attorney in the business and pay for a consult.
You really need to know and understand the laws surrounding adult content production ie., obscenity, 2257, intellectual property ect, before you decide to jump in and start a site. It can be complicated.

if you don't want to go to all of the extensive trouble of setting up your own site, i would consider finding a brokering site like www.unitedadultcontent.com or www.adultimagebrokers.com they are really nice over there. there is also the option of selling your own content on clips and pic sites such as www.clips4sale.com, www.images4sale.com, www.clips.com to name a few and that way you just upload your own content onto a system and upload you id and such and fill out the forms. so, they take a percentage, but again, if you update often enough and have specific niche, then you will do well. the market on clips4sale.com is more fetish type stuff but on clips.com it's more sex or solo type stuff. either way though, you do have to have the 2257 record keeping compliance forms whether or not you choose to sell it your self or broker it, they will indeed need model releases as well. just from a modeling standpoint, do you want to earn extra money and only work for yourself, or you want to earn extra money and don't mind working for other people? if you would like some referral modeling sites to find work on, i certainly have a ton of those i know of and have successfully work for years. we also hire models to work for us as well, if you are interested. hope this helps
